Things changed since the last discussions on this: at the time, many projects were still having drupal at the project root, but with the usual scaffolds, Drupal is most often under (root)/web these days, so there is no longer really a good reason not to create the config outside, e.g. in (root)/config. The same actually applies to the private file system, logs, and temporary directories, I think : we could easily have more security by default by setting these instead of just documenting to users how to create them.

There is support for database hints, I don't know if there still is PagerDefault or whether the pager query is pluggable. As far as I knwo Drupal still runs a count query (which is more terrible now that MyISAM is not the default storage engine on the preferred database) so in theory it would still be a good idea to not have to run those at all just to render a pager.

TokuDB for MySQL looks to be abandoned since about 2015 and https://www.tokutek.com/ doesn't even resolve any more so there seems no point in keeping this open.
