Clarify ConfigManager method documentation for handling dependencies

Problem/Motivation

ConfigManager::getConfigEntitiesToChangeOnDependencyRemoval() refers in several places to "fixed" dependencies. This is a bit confusing because "fixed dependencies" is also terminology that was previously used for enforced dependencies β†’ . Furthermore, the inline documentation overall could use some clarification.

Proposed resolution

  • Maybe refer to "repairing" dependencies rather than "fixed" dependencies.
  • Improve the inline documentation to clarify what's being done throughout the method.

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.
