Multiple secondary local tasks pointing to the same route with different parameters do not keep local task hierarchy

Problem/Motivation

When you e.g. add another local task with sub-tasks (like comment.module) to admin/content and those have the same route but different route arguments, then as soon as you click on a secondary local task, the parent is no longer displayed.

Example when you clikc on my parent, then it still works:

Content | Comments | My Parent (active)
First secondary (active) | Second secondary

But when you click on Second secondary, then you get this:

Content | Comments | My Parent
First secondary | Second secondary (active)

And My Parent is no longer active.
