Deprecate Environment::setTimeLimit() with no replacement

Problem/Motivation

Split from 🐛 Environment::setTimeLimit() ignores current value, can reduce timeout value Closed: duplicate . This method is only used for cron and is buggy, we can just do something cron-specific and deprecate it for removal.
