Convert Constraint plugin discovery to attribute for MediaMappingsConstraint

Hi @quietone, I added a change record 4 months ago but the issue still remains in the "Needs work" status.

Do I need to do anything else?

The change record looks good, I think this is good to go. I've removed the tags, as they were not the right ones for this issue.
