1. working on the issue so reviewing this issue first, but only first issue is reproducible with given details. for that tested the patch #6, But by that the issue is not resolved, so created the patch (3377007-9.patch).
Can you please provide more details on below points
2. How you made the paragraph drag-able.
3. The given URL(/admin/config/development/features) not working redirects to the page not found.#6 patch applied screenshot.

If the IS can be updated with steps to reproduce in core? This seems like issues caused by paragraphs.

Issue 1: Not reproducible on Drupal 11.x.
