Don't double encode label in entity edit or delete form

This issue is being reviewed by the kind folks in Slack, #needs-review-queue-initiative. We are working to keep the size of Needs Review queue [2700+ issues] to around 400 (1 month or less), following Review a patch or merge request → as a guide.

Also tried replicating and was not. Could you provide additional steps please?

There are two reports here that the problem was not reproducible. Steps to reproduce were asked for but haven't been supplied. Since we lack the information to work on this I am closing this issue.
