I think this is by design. It is not an actual issue.
It was actually introduced in #2136559: Config entity admin lists show configuration with overrides (eg. localized) →While stumbling upon further, I noticed a few more similar issues which are having issues.

So I think we should close this one.Just in case someone needs that, I've tried a basic solution to make the override config option configurable at the load method of the configEntitylistBuilder class.
