Config entity label and other fields translation doesn't work on some pages

I'm able to create label or other fields translation for config entity, but this fields isn't translated on some pages.

For example, I can translate any display mode, but this translated data isn't shown on admin/structure/display-modes/form page. Or, I can translate any content type, but this translated data isn't shown on admin/structure/types

Steps to reproduce:

Clean Umami install
Go to /admin/structure/display-modes/form/manage/media.media_library/translate and translate the label to spanish
Go to /es/admin/structure/display-modes/form

expected result:

See the Spanish label

actual result:

See the English label

The failing tests indicates the approach here may not be correct.

But I'm not sure what the right approach is.

Instead of putting a check in the label think it needs to be determined why it's not a string.

I think this is by design. It is not an actual issue.
It was actually introduced in #2136559: Config entity admin lists show configuration with overrides (eg. localized) →

While stumbling upon further, I noticed a few more similar issues which are having issues.
#2872646: Menu overview always shows the untranslated config entities →
#3192625: Content types are not translated in the node type collection page →
So I think we should close this one.

Just in case someone needs that, I've tried a basic solution to make the override config option configurable at the load method of the configEntitylistBuilder class.
