I don't know if the number of excpetions will stay fixed. But from my experience I know they usually keep growing over time (until the system is stabilized).
At the moment 40% (4 out of 10) of the files in the context folder are exceptions. I don't count the handlers cause they have their own folder alrdy.
Should we introduce an exception folder?
I know it's not *that* important but once this gets into core it's hard to change the folder structure without having a long bikeshedding discussion.
