But for now, if we enable the checkboxes on the configuration page, and on our form in the layout builder, we will allow bypassing wherever the checkboxes in the layout builder are enabled. I thought this was an interesting feature as we can enable a checkbox on the configuration page and if we have many layouts with different accesses we can bypass them all.

I think this module can easily solve your problem. In particular, you need to give permission 'Bypass lock settings on layout overrides
', to the "Super Editor" category, which will allow them to bypass their locks. Also, you can either yourself or give the permission 'Manage lock settings on default display' to "Super Editor" to allow them to change "Editor" locks.
