Allow new blocks in an overridden layout to be locked as well

Problem/Motivation

Currently only default blocks can be locked in an overridden layout. We have an use case where the administrator creates a page with an overriden layout, but would also like to create a new locked section, so that site editors cannot edit the blocks in this section.

This use case was covered before the distinction between normal layouts and overridden layouts became a feature.
