Remove Sam152 as maintainer for Content Moderation and Workflows

Removed Sam Becker (Sam152) from the MAINTAINERS.txt file under both:

• Content Moderation
• Workflows sections

Created MR.

Yet to inform Core Committers Slack channel . Can you please share me the Core Committers Slack channel ID.

Thank you Sam152 for helping to maintain Drupal core.

I read the MR and it looks correct to me.

@immaculatexavier, the core committer channel is private and that task will be done a member of the leadership team.

Should the whole block be removed? And not only the maintainer like the other submodules?

Checked a few other recent changes and fairly certain we need to keep the module and use - ? when there is no submodule maintainer.

Fixed to remove Sam's maintainership rather than the entire components.
