Increase the color contrast of the navigation block title

I increased the color contrast so it meets SC1.4.3

Thant you for working on this! Since this is changing the UI and have some consequences on the design, screenshots to compare the before & after would be needed.

I've just tried this locally and I see this is changing from --admin-toolbar-color-gray-600 to --admin-toolbar-color-gray-800. While this is getting this to even pass WCAG AAA, it's changing the goal assigned by design: to provide an informative but unobtrusive label to a block/menu. Giving such a dark color to it places it almost at the same level as the rest of menu items, which generates more visual overload.

Since AFAIK this doesn't need to comply WCAG AAA, I'd recommend using --admin-toolbar-color-gray-700 since it already passes SC1.4.3.

@ckrin, Based on your comment, I have updated the block title color and created a merge request. Could you please verify it?

In that case if we don't need to worry about AAA here's proof it now passes AA
