Implement hook_help for module.

Patch is working and marking it to RTBC.

I think this is not a bad idea. But the text added here is not particularly helpful I think.

I have applied the latest MR!27 to the Config Ignore module against 8.x-3.x-dev and confirmed that the help text at /admin/help/config_ignore has been updated and other information is also implemented.
