Block & migrate tests fail to declare dependency on history

This would be better in the migration system, where the migrate maintainer work from.

I see that \Drupal\Tests\block\Kernel\Migrate\d7\MigrateBlockContentTranslationTest was not changed. Is there a reason for that?

I also don't think it is worth doing this because the forum module is schedule for removal from core #1898812: [policy] Deprecate forum module for removal in Drupal 11 → .

This issue removes the use of forum in the block migration tests, 📌 Remove forum from block migration tests Fixed . And \Drupal\Tests\migrate\Kernel\Plugin\MigrationPluginListTest has an @todo to remove forum.

And the usage in BlockConfigSchemaTest was removed in 📌 Move non-migration tests to Forum in preparation for deprecation Fixed .
