I wanted to write an install function which does something with content entities during hook_install when I saw the new is_syncing parameter. I read up on it and the documentation is slightly confusing: "For example, it should not make any changes to configuration objects or entities." this can be read as "(configuration objects) or (any entities)" however the intended meaning is "configuration (objects or entities)". It also feels like it's hanging in the air -- sure, it should not do these changes here but what should it do instead?
