Steps to reproduce

Install Drupal 8.9
Create multiple block types
Enable layout builder module :
Enable Claro theme
On a CT display, enable "Use Layout Builder" and click "Edit layout"
Clock on a region to add a block
Click "Create custom block" at the top of lb sidebar

Current result

All existing block type item listed have a dark background color

Expected result

All existing block type item listed should not have a dark background color
