Disable page cache setting

Problem/Motivation

We think that on the production server with varnish the blacklisted page, /user/login, is cached when a whitelisted ip address visites the page so then when a non whitelisted ip address visits the page it is served from cache.

Proposed resolution

Add a checkbox in the config to enable/disable this option and kill Drupal cache for the page when checking the black or whitelisted page.
