Ensure that entity edit forms use the active variant of an entity

Problem/Motivation

#2942907: Entity system does not provide an API for retrieving an entity variant that is safe for editing → gave us an API for loading the proper active variant of the entity object that should be edited, but entity forms are still loading the default revision.

Proposed resolution

Make entity edit forms use the active variant instead.

    This issue is being reviewed by the kind folks in Slack, #needs-review-queue-initiative. We are working to keep the size of Needs Review queue [2700+ issues] to around 400 (1 month or less), following Review a patch or merge request → as a guide.

    Tagging for IS update as a lot has changed since the last patch and this ticket may need to be rescoped for D10. Remaining tasks should be updated.
