Use two column layout on all forms with vertical tabs

The problem still persist but we're redesigning the layout 📌 [META] Layout redesign Active and hopefully introducing new patterns and regions, plus changing the behaviors of the existing ones like the sidebar suggested in here. So closing this issue because the solutions proposed is generic for all form, based on the Spark UI and environments/screen widths from 10 years ago, and with the changes we will have more options than moving things to the sidebar.
