In our initial discussions of JSON-LD, we talked about using URI dereference when importing entities to get the data for the entities they reference. Currently work is going on in #1880424: Handle entity references on import → to provide a plugin system. This would allow site developers to choose on a field instance by field instance basis how an entity reference should be handled. For example, the author field of a node might always take a particular value (e.g. anonymous user), where as a taxonomy term might be matched based on UUID.
If this system gets in, URI dereference would be implemented as a plugin.

It has been 12 years with no activity except to ask if this issue is still needed. There hasn't been any response, so I am closing this.
If there is work to do here, then either re-open the issue and add a comment or open a new issue and reference this one.
