Move the module provided theme to something not-hook and fast to detect

Given how little this functionality is used, anything goes. I am thinking of a special named YAML file in the module directory, really. No point in making it into CMI. Putting it into .info even if it becomes yaml is not fast either.

    There has been no work on this task for 13 years. It is likely that it is no longer needed or has been implemented. Therefor, closing.

    If there is work to do here, then either re-open the issue and add a comment or open a new issue and reference this one.
