Consolidate spinner loading from views ui and core

I don't think we should have Views specific UI elements. We deal with the loading message by giving them "Loading......". Views instead gives it a spinner that is totally specific to Views, I am a little concerned by this because our interfaces should be consistent and we shouldn't have two different indicators to show its loading.

    Thanks for the work on this issue. There has been no work on this task for 12 years, except to ask if this issue is still relevant. It is likely that it is no longer needed or has been implemented. Therefor, closing.

    If there is work to do here, then either re-open the issue and add a comment or open a new issue and reference this one.
