After so many years without a follow up wonder if this is still a desired feature?
At the moment for example "rewrite output" is always closed even someone has configured a custom text.
Maybe it would make sense to make this collapsible fieldset open all the time once someone has entered somewhere.
This could be used for the other fieldsets like "style settings" or "no results behavior" as it will show the user much easier what might be important to change again.
Just got this idea while talking with some users of views.
