- If you want to be in control, you could apply the automated D11 compatibility fix to Image Style Quality ( https://www.drupal.org/i/3431016 → ), as it's the last incompatible module
- If you're patient, you could petition them to make the module compatible and cut a release
- Finally, you could install on a D10 site and reuse the generated configuration on your D11 site

The 'Migrate and friends' dependencies are only needed for the generation process, you can uninstall after you have generated the Normalized Image Styles you require. There's a disclaimer on the project page:

It's considered a best practice to NOT have Migrate module installed on your production environment, and by extension Migrate Plus and Migrate Tools, too. All can safely be uninstalled after your chosen Normalized Image Styles have been imported (drush un image_style_generate migrate_plus migrate_tools migrate).
