Am unable to replicate the issue. I tried with Drupal Core 11.x-dev version core with Admin theme of Claro. Followed below steps.Steps Followed
- Edited default Content View page(admin/structure/views/view/content)
- Edited the Content: Node operations bulk form field
- Expanded fieldset will overflow enabled
- Closed the Popup
- Resized the window and repeated 3 and 4
Outcome Observed:
While the popup expands, the popup automatically adds the scroll for the overflow content. Without expanding the popup window height the scrollbar helps to show the expanded content.

As per your screenshot, Hope you're using the Gin theme. I tested the same scenario with the Gin Admin → theme. Unable to replicate the issue.
Kindly confirm is any module or theme is causing this issue. Else try to replicate the issue with Vennila Drupal and share the steps.
@arunkumark Sorry, my reproduction steps may not be detailed enough. They have now been updated.
I tested with Gin 8.x-3.0-rc13 + Core:10.3.1, and the issue still persists.

We repeated the steps in Vanilla Drupal 11.x core. Unable to replicate the issue. Kindly check is your website having any other module or custom code having JS for popup or resize code.
