Drupal 10 runs on PHP 8.2 and 8.3 on many sites. As a bug this will need more detailed steps to reproduce. A stack trace will be useful here.
Additionally it will be good to share the Composer command you executed and all of its output.

Since we need more information to move forward with this issue, and none has been supplied in 7 months and @cilefen has linked to a forum discussion for this, I am closing this as outdated. If you are experiencing this problem provide steps to reproduce the issue → starting from "Install Drupal core" and set the status to 'Active'.
