[META] Recipes, Package Manager and Project Browser improvements needed for Drupal Starshot

There's probably some relation between this issue and 📌 Decide and update recipe naming and classification standards Needs review

I don't think it is needed for MVP, but added as a post-MVP. I think for MVP we can hardcode lists of recipes for the Site and Site feature level both, if recipe classification is not there yet. But we can't install recipes without PB supporting it, so that is the primary focus :)

There's been a whole lot of activity here, so thankfully this meta is out of date. I don't think it's worth the time to retroactively add in all of the relevant issues so closing this one for now.
