Navigation shows double status message with Inline Form Error

@SKAUGHT I tried, but the issue was not replicated on my local. Can you please add more steps to reproduce the Issue.

Fixes are made on on 11.x (our main development branch) first, and are then back ported as needed according to our policies.

@sanket.tale The double status messages get printed on the page when you have try to add/remove blocks

Confirmed this in 11.1, you have to make a change for it to appear.
