Fixes are made on on 11.x (our main development branch) first, and are then back ported as needed according to our policies.

Confirmed this in 11.1, you have to make a change for it to appear.

I checked that task. This is related to the back-end issue. Any back-end person should pick up on this issue. I have debugged the status message in the navigation module.
I think something from this file /core/modules/navigation/src/Hook/NavigationHooks.phpReproduced steps -
1. Enable Navigation Module
2. Goto navigations layout builder
3. unchecked show content preview if checked.
4. Add or remove the blocks and save.
