Tracking issue for organisations who received educational messages in the past.

Reasons might be different but can include:
- Inauthentic contribution
- Failure to follow our standards of issue etiquette
- Creating unnecessary noise or spam in various ways/channels
- ...

These issues include posting in bulk README and PHPCS tickets in what can be assumed as a credit farming technique.
