Custom Block Button option is missing in Drupal 11

I don't think this is a bug but rather a deliberate outcome of the plan in 🌱 [meta] Reorganize Block items in the administration menu Active .

This is a duplicate of 🐛 Block layout and custom block library tabs missing Closed: works as designed .

It's not a bug, it's working as per expected. As the custom block is a content so it is moved under Content.
We can close this ticket as it works as per designed.
