[meta] Reorganize Block items in the administration menu

Would like to add ✨ Add more granular block content permissions Fixed as a priority after step 2. We have already moved block library and block types out of the block layout. But they are still under the administer blocks permission so this becomes a priority I think.

I agree that this makes ✨ Add more granular block content permissions Fixed higher priority, as with splitting this up it becomes more obvious that more than one permissions is needed.

Although, I think we should put it after 📌 [PP1] Move "Block layout" from Structure to Appearance Postponed , because once that is done the major reorganisation work will have completed, and then we will have a more holistic view of what permissions are needed.

🐛 Create a redirect for the new Block types path Fixed is done 🎉 which now unblocks ✨ Add more granular block content permissions Fixed . Retroactively adding it to the list.

Just filed 📌 [PP-1] Review the local task and page order/titles/labels under Appearance Postponed , not directly part of this work, but it is related as it's now a follow-up to 📌 [PP1] Move "Block layout" from Structure to Appearance Postponed .

I've added ✨ Add more granular block content permissions Fixed as a related issue since it already has a parent issue and added it to the issue summary since it was brought up in #24 🌱 [meta] Reorganize Block items in the administration menu Active got agreed to in #25 🌱 [meta] Reorganize Block items in the administration menu Active but got not added yet there.

✨ Add more granular block content permissions Fixed was committed, shifting that up in the list, moving 📌 Rename Custom Block terminology in the admin UI Fixed up in the list as it is a higher priority now.

I am adding #2501691: Change content-types, comment-types, and block-types URLs → as a related issue. I think we implemented part of it in the children of this issue.
