Relabel "Enable overrides" checkbox on user edit form

Working on it.

I have added a patch for the requested feature where 'Enable Overrides' needed to be changed to 'Override the admin theme options' in user form.

@DamienMcKenna should we relabel this to something like «Enable admin theme customizations»?
