States API not working for anonymous user

As this involves custom code can you provide sample code that demonstrates the issue?

Just added the basic way

$form['field_account_number']['#states'] =  array(
      'visible' => array(
        ':input[name="field_are_you_requesting_an_item"]' => array('value' => 'no'),
        ':input[name="field_reactivation_request"]' => array('value' => 'no'),
      )

This is not critical priority updating per tagging guidelines.

The related issue, which has the same issue summary was closed by @java008 as working as designed. I am doing the same here.
