Users with permissions for toolbar but not administration tray get "Uncaught TypeError: $orientationToggleButton[0] is undefined" in console

This appearing only in 9.5?

Changing to 11.x as it will have to land there first to be backported.

Error seems to have been fixed in 10!

If the issue can be found that it was fixed in can mark as a dup and move over credit
