Update mglaman/phpstan-drupal and make daily "updated deps" QA jobs pass

The patch in #3 fixes exactly what is described in the IS, we should create the followups before committing this, but the patch looks great.

Thanks @borrison, I've opened upstream issue https://github.com/mglaman/phpstan-drupal/issues/553 to deal with the false positives in the two DateTime tests.

Committed/cherry-picked to 11.x/10.1.x/10.0.x respectively. Four steps forwards three steps back :)

I see it in a more positive way: It's like running into a brick wall, yet every time slightly slower...

I opened https://github.com/mglaman/phpstan-drupal/issues/418 for myself.

I think I'll implement it as a release gate check to see what changes will affect Drupal core before I make a release.
