I'm moving this to postponed as we currently targeting a stable release and having very limited resources.
The first step would actually be to implement a new hook for enabling just the sticky action bar for entities (without the sidebar) to be used e.g. for media. A first attempt in that regard has been made in the media issue you linked.
If somebody would like to work on this feel free to move this back to active, otherwise it will have to wait.
