Create something like getAllScaffoldfiles() in core-composer-scaffold.

This request originated from 📌 [PP-1] Support any package to scaffold files Postponed which originated from 📌 Do not allow drupal/core-composer-scaffold to be used by packages other than core Fixed , so right now Automatic Updates/ Package manager, is blocked on supporting scaffolding files by any other modules than the implicitly allowed packages (drupal/core and drupal/legacy-scaffold-assets). So if we want to support scaffolding by any packages, a method like getAllScaffoldfiles() which return all scaffolding files across all packages that are allowed would be great.
