Implement hook_help()

Applied hook_help() and its worked for me. Thanks!

Copying two or three sentence from the project page is not sufficient. Possibly, this type of issues should be created by users who understand what the module does, in order to be able to provide a more useful help text.

Does this seems like an accepted help text @apaderno:

"This module provides integration of 'Rules' and 'Flag' modules. For instance if a user wishes to flag/unflag an entity using a rule or trigger the creation of a new flagged entity using a rule, this module can be used.
The module also provides rules examples with the events after installing the module, these examples will be imported with disabled status to refer for creating new rules or using them as it is."

Once approved, I will create an MR.

I will update the MR which will use README.md file inside hook_help().

@Mahima_Mathur23 That would be a better help text, IMO.

I reviewed commit ba2bce3e, I applied it on my local and it works fine for me. Drupal core 9.5.7, Rules Flag 1.0.x-dev.
