Deprecate AssetDumper::dump()

Problem/Motivation

Following 🐛 Stampedes and cold cache performance issues with css/js aggregation Fixed , AssetDumper::dump() is only called from the deprecated CssCollectionOptimizer and JsCollectionOptimizer() classes. We can therefore deprecate the method from AssetDumper and AssetDumperInterface() for removal in 11.0.0
