Re-sync phpstan-baseline.neon between 10.0.x and 10.1.x

Problem/Motivation

In 📌 Fix failing "updated deps" test-runs by upping mglaman/phpstan-drupal to latest Fixed we've discovered that it seems that core/phpstan-baseline.neon is different between 10.0.x and 10.1.x.
This makes backporting harder.

Let's make core/phpstan-baseline.neon the same in 10.0.x and 10.1.x.

Well, 📌 Deprecate drupal_rewrite_settings() Fixed deprecated stuff in 10.1.x, which we, of course, can't do in 10.0.x. We'll have to live with diverging core/phpstan-baseline.neon
