Problem/Motivation

There could be a case when _batch_queue() function will try to construct wrong class. To resolve this, I propose to add an interface which will identify batch-related queues.

    Seems Test failures are unrelated. Initiating retesting after syncing with latest head.

    Seems to have 70 failures.

    Adding issue summary update as this change seems pretty disruptive should be documented what is being proposed/changed.
