Postponed based on #8 and needs reroll.

The enable option allows you to disable the functionality of the module globally for certain environments via settings.php without uninstalling the module. In my case, I have a settings.local.php which disables it in my local development environment which I don't wish to receive emails from.

Re #12 good point! I think that totally makes sense!

As for the other logic issues with the UI you've pointed out, they existed before my involvement. I added the negate feature and the limit per hour to what was already there. I agree it could be better.

I agree we should proceed here next, based on the many recent changes. UX can clearly be improved

Re #6 I think we should have a simple third option: "Disabled". Leaving the textarea empty might do the same, but I think that's not obvious and totally clear.

"Negate the filtering" should be named differently, I think but I don't have a perfect name yet. Best would be, if a native EN speaker could suggest better namings?

Through 3.x a lot of the UI has to change anyway, since the introduction of the notification "objects" will make a lot of the old configs irrelevant.

Let's also use a dedicated watchdog_mailer page as well, because we as a user you always need to know, that this module hooks into the "Logging and errors" form. For me personally, I always use the Admin Toolbar quick search feature to quickly look at the routes a module provides, but since this module has its own dedicated form, the form won't show up when searching for "watchdog_mailer". And it is also not listed as a sub-menu / sub-tab of "Logging and errors".
