Secondary tabs not accessible if more than X on screen size Y

Verified MR!3348 and tested it on Drupal version 9.5.x. The patch works fine and I have added the before and after patch screenshots for reference. Now, if there are more than 10 view modes then it will be in collapsed mode.

The patch from merge request MR!3348 works as expected. The issue has been fixed after applying the current patch.

Tested this manually and it seems like a good change. 👍 Not sure why we didn't make it like this in the first place.
