We can conveniently use DrupalCI to regenerate PHPStan baseline when needed.
If this gets committed, it will be sufficient for MRs/patches to set to '1' the PHPSTAN_GENERATE_BASELINE variable in commit-code-check.sh and DrupalCI will regenerate the baseline and store it in an artifact of the test run. Then the regenerated baseline will be able to replace hte one in the core subdirectory.
