Add permissions to edit all polls

Problem/Motivation

In our project(s) we distinguish the site builder from the content editor role. The first creates the structure, the latter creates the poll content. To allow the editor to work with polls, I need to assign 'create polls' and 'administer polls'. But the 'administer polls' also allows the editor to manage the poll fields (if field_ui module is enabled) and that is not desirable.

Proposed resolution

Provide permission to edit all polls, and permission to delete all polls.
