The 'alias' option for URLs, was added at a time where URLs were being passed around (as opposed to routes etc.), and sometimes you'd need to specify 'this is already an alias' so that alias lookups wouldn't happen twice.
It now just means 'don't lookup an alias', for a URL that might not have been created via a path at all (entity canonical, ::fromRoute() etc.), so we should rename it.
