Place Views preview on the side on large monitors

Motivation

HD monitors are widely adopted even on the smallest laptops and it is not uncommon for site builders to useeven higher resolutions for the past decade or so, since 27" displays are more affordable than ever.
Views edit pages could benefit from all that space by moving the preview area to the side of the views edit area.

Proposed resolution

Assign preview to the side on resolutions wider than 1600px. Please see attached video (9mb, 15sec). →

User interface changes

Views edit pages will be affected.

Well, I don't totally agree on this, unless you have two screens.

In any case, I find it easier to just add some CSS for it - I mean @bserem has already implemented this and we currently have a MR with this implementation - than opening a new window. If opening a new window is also decided I don't really have a problem :) Every feature is welcomed - as long as there is a checkbox for it I assume.
