Created a patch to add a filter for menu page.

Re-rolled patch #6.

This patch also sort menu list by title.

I understand that new features need to be worked on in 11.x but I'm currently working on a 9.5 project and want to make the patch work for 9.5 first and then I will make additional patches for 10.0, 10.1 and 11. I am being mentored by Kristen Pol and others on getting this in before I work on the D10 and D11 patches. I will move the version back once my 9.5 is passing.

I am adding this patch with fixed lint issues for 9.5 version.

Moving back to 11 version for next patches.

Fixing custom commands failure issue in #12, please review it.

If anyone has suggestions for existing testing that would be similar that we can refer to, please let us know.
