The \Drupal\Core\Routing\UrlGenerator::generateFromRoute() method has an option to enable or disable path_processing. This should be documented in docblock for the interface. This is also relevant to \Drupal\Core\Url::fromUri() which mostly repeats the same options, and is referred to by many other methods, such as \Drupal\Core\Url::setOption().
